Tropical Cyclone Wind Signals Raised

PAGASA has placed several areas in Luzon under Tropical Cyclone Wind Signals due to Paolo’s wide wind reach and potential hazards.

Areas Affected: Remaining parts of Ilocos Norte and Pangasinan; Apayao; rest of Kalinga, Mountain Province, and Ifugao; Cagayan Valley including Isabela and Quirino; Batanes; parts of Central Luzon including Bulacan, Aurora, and northern Quezon
Wind Speeds: 39–61 km/h
Impacts: Minimal to minor threat
Hazards: Rain, Winds, Storm Surge
While Paolo remains offshore, heavy rainfall, strong winds, and coastal flooding are expected in affected regions:
Heavy Rainfall: Potential flooding and landslides in elevated or flood-prone areas.
Storm Surge: 1.0 to 2.0 meters possible within 12 hours along low-lying coastal areas in Ilocos, La Union, Pangasinan, Zambales, Cagayan, Isabela, and Aurora.
Wind Gusts: Gale-force gusts likely even in areas outside of wind signal zones, especially along exposed coastlines.
Coastal and Maritime Safety
A Gale Warning remains in effect over the seaboards of Northern Luzon and the eastern seaboard of Central Luzon, with wave heights reaching:
Up to 6.0 meters – Ilocos Sur
Up to 5.0 meters – Ilocos Norte and eastern Cagayan
Up to 4.5 meters – La Union, Babuyan Islands, Isabela, northern Aurora
Up to 4.0 meters – Western Pangasinan
Up to 3.0 meters – Zambales, remaining areas of Aurora and Pangasinan
PAGASA strongly advises all mariners, fishermen, and small sea vessels to avoid venturing into sea areas with rough to very rough conditions.
Forecast and Preparedness
PAGASA forecasts Paolo to re-intensify into a typhoon within the next 12 hours and to exit the Philippine Area of Responsibility (PAR) by the morning of October 4.
Local government units and disaster management councils are urged to implement all necessary precautions, including preemptive evacuations and the suspension of sea travel, where applicable. Residents in areas prone to landslides, floods, or coastal surge should remain vigilant and follow guidance from authorities.
